Board of Directors
The Health and Supportive Care Providers Oversight Authority (HSCPOA) is governed by a Board of Directors. An interim Board of Directors was appointed by the Lieutenant Governor in Council in late 2022 to oversee the governance and operational establishment of the HSCPOA until a permanent Board of Directors is in place. The Board has established a Board Competencies/Skills Matrix to support selection of future Board members, and has developed Board Policies that Board Directors are expected to uphold in addition to complying with expectations set out in legislation and by-law.

Directors
- Pauline (Pat) Lieberman - Chair
Pauline Lieberman recently retired as the Manager, Human Resources and Council Relations at the Ontario College of Social Workers and Social Service Workers. I was employed for almost twenty-two years and started when the College infrastructure was being developed. I participated in the College's growth from a small (6 staff members) to a mid-size regulator with 44 staff members. As the College grew, I became familiar with Regulation and the importance of viewing all matters through a public protection lens. I worked with both elected and appointed Council members and enjoyed meeting so many wonderful Ontarians who committed themselves to serve Ontario's multicultural community. I also played a role in the College's Diversity, Equity and Inclusion (DEI) sub-Committee and had the privilege of participating in training sessions in this area. Now that I have the time, I would like to use my knowledge and understanding of the regulatory sector to benefit the people of Ontario.
- Nicholas Savona – Vice Chair
Nick Savona is Chief Compliance Officer at Independent Trading Group where he is responsible for regulatory oversight of capital markets and trading compliance. His career in capital markets spans over three decades in senior leadership roles in sales and trading at various firms, from large-scale and boutique broker dealers, to alternative trading systems with a global reach. In addition to his role at ITG, Nick is a board member of the Health and Supportive Care Providers Oversight Authority.
In 2020, Nick was appointed by the Minister of Finance, as a member of the Financial Services Tribunal of Ontario, which adjudicates cases across financial services sectors. He also serves as a member of CIRO’s Ontario Regional Council, Proficiency Committee and was a former member of the hearing panel from 2010-2019. Nick has been an active contributor to policy issues on various industry committees, including the OSC’s Market Structure Advisory Committee, past Vice-Chairman of the Canadian Security Traders’ Association (CSTA) and a Governor of the Security Traders’ Association (STA). Nick is a regular guest contributor to the Financial Post, Traders Magazine and Markets Media on issues regarding securities regulation and market structure.
Nick holds an LL.M. in Securities Law from Osgoode Hall Law School.
- Shelley Hale
Shelley is the Director of Support Services at Service Coordination Support and has 30 years of healthcare experience in both clinical and administrative roles. She is dually registered with the Ontario College of Social Workers and Social Service Workers, where she served on Council for 20 years, three as President.
Shelley completed her Master of Arts in Leadership with a Healthcare Specialization and holds a Certified Health Executive (CHE) designation through the Canadian College of Health Leaders.
Shelley has built and led interprofessional teams, consulted on performance management frameworks, coached and mentored others, and teaches in the Social Service Worker program at Algonquin College.
- Cindy Heinz
Cindy is General Counsel, Americas Novocol Pharmaceutical of Canada, Inc. (part of the Septodont Group). She is a senior legal counsel with over 25 years of experience and extensive accomplishments as both a Partner in a large international firm in Toronto and as In-House Counsel. During her career she has had accountability for a broad range of legal matters including private mergers and acquisitions, corporate commercial law, contract drafting and negotiation, civil litigation and employment law. She spent nine years on the Board of Directors of a large community hospital and was a member of various Research Ethics Boards. She currently is Chair of the Board of Directors of Acclaim Health in Oakville which delivers client-focused community health, support and volunteer services. She has been on the Board of Acclaim Health since 2015 and chaired the Governance Committee for many years.
- David Kennedy
David Kennedy is an experienced administrator well versed in municipal and health care sectors, management and administration, operations and service delivery, and strategic planning. He is committed to the development and implementation of continuous improvement initiatives, a skilled mentor, mediator/arbitrator and an analytical, strategic and conceptual thinker with the ability to demonstrate accountability and responsibility with a results-oriented leadership style and change management skills.
He was born and raised in Guelph, Ontario. He attended Mohawk College, McMaster University and Queen’s University wherein achieving his Chartered Professional Accountant Designation. His career commenced at Deloitte & Touche achieving the role of Senior Audit Manager and then transitioned to Municipal Government at the City of Guelph and the Municipality of Meaford, then moving to Wellington Duffferin Guelph Public Health as Director, Finance & Corporate Operations.
He thrives on mentoring and initiating successful programs that benefit the public. Community involvement has always been and continues to be a huge part of his life and commitment. As part of community involvement, he has been a cub/scout leader; Coach for the Guelph Minor Football Association, and President of the Guelph Minor Sports Coaches Association. Currently he is the Chair, Board of Directors at the Guelph General Hospital Board; Chair, Finance & Admin Committee for the Elliott Community; Secretary Treasurer, Sunrise Equestrian Foundation; and Habitat for Humanity Volunteer.
- Roy Marra
Roy Marra is currently an IT executive in the energy sector. His career in Information Technology spans over twenty-five years in senior leadership roles in internal IT solution delivery and application consulting/outsourcing for various organizations in the Healthcare, Financial, Private and Public sectors.
Roy has served on a number of Boards for healthcare and not-for-profit organizations. He is a former Ministry of Health appointment to The College of Physicians and Surgeons of Ontario, former Board member of Peel Art Gallery, Museum and Archive (PAMA) and former Vice President/Treasurer of the Legacy Pines Community Association. He is a current Board member of Osteoporosis Canada and is an active member of the Standards Council of Canada Mirror Committee for ISO/IEEE standard development related to IT service management and business process outsourcing.
Roy holds a Bachelor of Science (Computer Science) an EMBA and received the Chartered Director (C.Dir.) designation from The Directors College.
- Amorell Saunders N'Daw
Amorell Saunders N'Daw is a seasoned organizational leader with broad experience in management, public relations, corporate governance, and equity, diversity, and inclusion. She has held senior management roles for government ministries, broader public- sector organizations and public relations agencies. Amorell held several senior roles at the University of Toronto Scarborough (UTSC), including the inaugural role of Director of the Office of the Principal & Vice-President, UTSC. She also served as Director of Governance (UTSC) and Assistant Secretary of the Governing Council, U of T.
A trained journalist who speaks English and French, Amorell completed her Master of Education degree at the Ontario Institute for Studies in Education (OISE) at the University of Toronto, with a focus on adult education and community development. She has also completed a certificate program in diversity and inclusion at Cornell University.
Amorell strongly believes in engaged citizenship and has been actively involved in the communities where she lives and works. She served on the Central East Local Health Integration Network (CE LHIN for five years and held the roles of Board Vice-Chair and Chair of the Quality Committee.
For more than a quarter century, Amorell has either worked for or served on Boards of Directors. She recently served on the Ryerson University (now Toronto Metropolitan University-TMU) Presidential Task Force on the Legacy of Egerton Ryerson and has been recognized as an outstanding volunteer and alumna with two awards of distinction in 2022.
- Marc Spector
Marc is a seasoned lawyer and board member who has worked with regulatory agencies in the health, education, finance, and trade sectors. He is currently the Deputy Registrar of a $17 million regulator and, previously, was the Director of Professional Regulation for a regulator overseeing 50,000 educators. Internationally recognized as an expert in regulating professionals, Marc served as President of the Council of Licensure, Enforcement and Regulation (CLEAR), the global association for regulatory learning, with 650 regulators around the world. He is a writer and frequent speaker across North America about what it takes to be a modern, innovative regulator today.
- Karen Ward
Karen Ward is an effective and innovative leader with progressive experience in the field of healthcare and early learning. In positions of operations management at Holland Bloorview Kids Rehabilitation Hospital for over twenty years, she has led multidisciplinary clinical teams, with an emphasis on quality improvement, access and sustainability, locally and internationally. Her leadership in the conceptualization, redesign, adoption and implementation of new service delivery models based on best practices and government legislation, has been implemented in programs for augmentative communication and early learning.
Karen continues to be honored and humbled to work with clients, families, and staff in her career who have informed health care outcomes, the experience of care, safety, education and research. Her leadership style, shared decision making, understanding of partnerships and ethics framework, all influence her approach to coaching others through successful implementation of initiatives.
Karen is pleased to be able to contribute to the important work to be done by HSCPOA.
